I'm pretty sure GT contracts out most of our gameday ops. I'd guess someone along the line cheaped out and tried to get away with less staff, not counting on a sellout.
The reason for flops in soccer is pretty simple. A free kick is a pretty strong reward for a plain-jane foul and there are only 3 refs on the field (and only 1 of them calls most fouls) so you have to get their attention.
Given how much ground they have to cover, soccer refs do a pretty decent...

I'd rather not acknowledge State's existence. Nothing good comes from that on our end.
