Dumervil was a 4th round pick. Allen was a 4th round pick. You want to take Ray in the 4th round and hope he pans out? Go for it. As for Suggs, he plays OLB in a 4-3. Ray is awful against the run, so no way he can play that position.
His 40 time is fine because he has a good first step, but everything else is terrible.
