Nope. ESPN and NCAA have far too much ($$$) to lose if they penalize UNCheat or Kentucky for their violations. Like Tarkanian used to say, (paraphrasing here) the NCAA got so mad at Kentucky they gave Creighton the death penalty

First on UNC.
NCAA hasn't really wanted to go after UNC from day 1. It is amazing to me though how quickly most of the sports press has fallen in line with UNC's position. The classes were created so athletes could take them. Eventually some students started to find out and started taking them to - but it was ultimately a process that was created to benefit SA's not the student body. But I think the NCAA will use the defense as a means to end things with little punishment.

As for BC - giving an extension after an 0-fer season and 4 conference wins in 2 years. This is why GT may be able to stay out of the basement.

So with the NCAA pulling out of North Carolina due to the recent law I'm sure we're all aware of, is it a fait accompli that the ACC tourney will be moving?

Swofford seems to hint that it will be discussed by the ACC in light of the NCAA's pulling out. Despite his personal call for the bill to be repealed, I still feel like he's going to try to hold on tooth and nail before pulling the tournament.

If the bill isn't repealed, I have a feeling they'll have to move the tournament. With the NBA and countless other entities' pulling out, the pressure will probably be too great.

I don't really care to discuss the politics behind it, but do any of y'all think they can afford to keep the tournament in NC in '19 and '20? I don't think so.

The ACC is not going to do anything. They have the 2 flagship public institutions in NC and are not going to be part of embarrassing the NC governor orlegislature. the issue is moving through the courts - both HB2 cases and appeals of the corresponding Justice Department edict on schools requiring gender identification to be the basis for locker rooms, etc. They will stall until those are through the system and then act accordingly.
