I think what's happening now is that the NCAA, after having fun afoul of antitrust law, is reluctant to enforce any rule that prevents a player from making money. This is why they proposed a new division.

The CFP is a growth business. So far the progression has been 2-4-12-? Wouldn’t be surprised to eventually see 32 teams, arranged like the NCAA’s with a North and South 1v16 seed, etc. May not make for the best games, but ESPN doesn’t care as long as they get enough additional eyeballs to sell ads.
