Wasn't that the main argument for hiring Groh? Groh was a head coach at Va before coming to GT, his issue was never recruiting, he had some top 20 ranked classes at UVa, why he got fired because the wins didn't line up with talent. Also brought some good players to Tech, Attaochu, L Young.

But taking a team to the Super Bowl would help with recruiting. Jim Mora Jr instantly recruited well for UCLA with no college experience.
