No, they would have to get a waiver (Unless they are a Grad transfer).If a player is “in the portal,” are they free to go anywhere and play immediately?

Yeah it's pretty much just a web database of any player who wants to transfer that coaches and other interested parties can log into and get a list of who's available. That way coaches around the country can reach out and try to pry them away. I'm also pretty sure just entering your name in the portal doesn't necessarily mean you've pulled out of the school (ie you can change your mind and stay on your current team), so some of these guys might end up not moving.It just means the player can talk to coaches from other schools freely. If they ultimately decide to transfer normal transfer rules apply.
