Medical RS's are not awarded until they're petitioned for. You're not eligible to apply for a Med. RS until you've exhausted your eligibility (with one exception, discussed below). Med. RS are not awarded to everyone who applies. If you were RS due to an injury, you'll most likely be given a 6th year of eligibility. If you're RS'd for size/grades/development, then it's actually pretty hard to get the medical hardship. The rule says that you can get a Med. RS for a season if you've played less than 10% of the games. In football, that's about 1 game.

Now, there is an exception for the Med. RS. Jamal Golden was actually awarded a Med. RS for 2013. The reason he applied for a Med. RS and was awarded it before his eligibility expired is because he exceeded the 10% rule. If I remember correctly, he was injured in the 3rd game that season. He applied for and was granted a Med. RS for than season.

Are you sure it's not 30% and none after halfway? That's what I recall for why jg was eligible.

Guidelines for Medical Hardship Waiver Requests

For a student-athlete to receive a Medical Hardship Waiver per Bylaw 14.2.4, the following four conditions must be met:
  • The student-athlete may not have participated in more than two contests or dates of competition or 20 percent of the team's completed contests/dates of competition.
  • The injury or illness must occur prior to the completion of the first half of the season.
  • The injury or illness does not have to occur during practice/competition, but it must be incapacitating.
  • Appropriate medical documentation must exist and be provided.
All percentages are calculated according to contests or dates of competition, depending on how your sport's competitive opportunities are counted. Only contests or dates of competition occurring during the championship (traditional) season are included in the calculations. Conference championships/tournaments are counted as one contest or date of competition, regardless of the actual contest/dates used.

If the percentage calculation for the 20-percent rule results in a decimal -- any decimal -- the whole number preceding it is always rounded up. For example, if the softball team competes in 56 games, 20 percent of 56 is 11.2. Due to the "rounding-up," a softball team member who competed in 12 games does qualify for a medical hardship waiver.

To meet the first-half-of-the-season requirement, all competition must cease prior to the start of the contest or date of competition that begins the second half of the season. For example, a soccer player competing in the 10th game of a 19-game season does not qualify for a medical hardship waiver. Also, a student-athlete who is injured in the first half of the season, then attempts to play in the second half and aggravates the original injury, does not qualify for a medical hardship waiver.

NOTE: A STUDENT-ATHLETE RECEIVING A MEDICAL HARDSHIP WAIVER IS PERMITTED UNLIMITED PARTICIPATION IN THE NON-TRADITIONAL (NON-CHAMPIONSHIP) PORTION OF THE SEASON.

As for Jamal Golden...

"...Golden, who played as a true freshman in 2011 and earned honorable mention All-ACC honors as a sophomore in 2012 as a specialist, suffered a season-ending shoulder injury in the third game of the 2013 season against North Carolina. With the waiver, the Wetumpka (Ala.) product enters the 2014 season as a junior with two seasons of eligibility remaining."

This is why he applied for and was granted the Medical Hardship before he used up his eligibility.

I think there are a couple of different situations being discussed. There is a regular redshirt, which is really just a made up thing that happens to fit into the "you have 5 years to use 4 years of eligibility" rule, then there is a medical redshirt, which is something that still needs to be granted but is generally given to someone who plays less than 30% of games and suffers a legitimate injury (not something handed out like candy as far as I know), and then there is a medical hardship, which is a 6th year of eligibility, which is tougher to obtain and only awarded after the first 5 years are complete. I could be wrong and could look it up, but that has been my understanding.

Redshirts still intact on these players who are on the 8 Sept depth chart: Curry, Dotson, and Glanton. I guess they are on "standby" if needed but not necessarily a plan to play them? I could see consideration to play Dotson to break up that freshmen threesome at CB. Stargel played some at DT in the Alcorn game so I suspected that was to (1) give him some PT and (2) insurance against a short term use of Glanton. I suppose Curry is on standby if Law A or L Griffin gets banged up.
