If we get rid of conference refs, every ref will be an $EC ref. The better way to handle this is to have conference refs officiate games within the conference and have third party refs officiate inter-conference games. COFH likely has a different outcome if Big Ten refs officiate it.
This absolutely does happen in the NFL. The year the LA Rams won the Super Bowl with Stafford, they were constantly bailed out by the refs because the NFL had to make sure that the move to LA paid off and that they were driving interest in their shiny new market.
