Harvin will be fine at punter if he is healthy. His HS/camp tape is consistently strong and it's not the switch between high school (off tee) and college field goals.
I think he was blowing smoke AND we have deep QBs. MJ might not be 100% and the game plan would be different without him.

My totally uninformed guess is that (barring continued injury MJ will be QB1 but) CPJ will want to try Jay to see if he can take over.
I assume that CPJ is willing to take calculated risks -- 4th down conversions, klock eligible, the Vad/tevin show, etc -- to find a big upside.

Hill was electric for sure, but so was Smelter and he was a better all around player and more productive (TDs). Also, Hill went pro after his junior year.
