Not 100% sure. I think its 100% APR when there's fewer bowl eligible teams than their are bowls. When there's more eligible teams than bowls, then its the bowls discretion for some of those picks out of the eligible teams. If you have a waiver to be eligible, you could get picked over a team...
I don't know if that's the best data set to look at to see if its true. I don't think any amount of practice can make up for the amount of injuries we had in 2015 and from last year to this year we lost a lot of starters on offense, so whatever practice they had doesn't matter.
