I think you undersell Washington a good bit. A few years ago Forbes had them ranked as the 19th most valuable program in college football. One behind USC and 6 ahead of Clemson. They would be a major addition to any conference.

Because I don't think any of their remaining members (or new members) are high on the wish list for poaching at this point. The SEC and the Big 10 are not going after any Big 12 members. They will eventually go after Pac 12 and ACC members.

The Pac 12 isn't a stable league anymore. Two of its key members just got poached and if the Big 10 decides to expand further then more Pac 12 schools are likely getting poached. It's mostly about survival.
