It's been too long now for me to find any reference, but I'm pretty sure that was acknowledged either by CPJ or at least the equipment manager.

While I’ll take your word on this (since you’ve worn football cleats WAY more recently than I have), honestly it looks to me like the “tips” of the cleats might be removable. I really wish we had a convenient “wrong shoes/spikes” excuse for why we tended to always see a whole bunch more GT players skip and slide around the field than our opponents...could it possibly just be that going against the more athletic teams our guys are going harder and overextending leading to them being a little more off-center?
