If we got Manny Bates level performance out of Saba I would be ecstatic. But he still played 19 min per game in large part due to routine foul trouble and wasn't much help on the offensive end. I don't see Saba eating minutes like Banks and expect that Moses is still going to be the primary 5.
Bates fouled 73 times in ~524 minutes or about once every 7.2 minutes.
Banks fouled 110 times in ~859 minutes or about once every 7.8 minutes.
Bates fouled more often, and ran into foul trouble, as Banks did. I think part of the issue with Bates is he was told not to worry about fouls and make an impact with his blocked shots. I think NCSU had the idea pretty early that they were going to run mostly Bates and Funderburk separately and so didn't need 30 minutes from Bates. Of course there is probably some chicken or egg to the situation, but I don't think they could have gotten more minutes out of him even with the foul issues.
I don't see Saba getting 30 minutes, but I could easily see him playing 20-25.
Also keep in mind that last year Devoe played 32 mpg as a freshman. Before that Jose played 35 mpg as a freshman. Before that Okogie played 31 as a freshman. I don't think we wanted to play guys that many minutes, but we did so out of necessity and I think we have a similar situation next year. I also disagree with Moses being the primary 5. I don't see us being able to go 30 minutes with him at the 5. I think foul trouble will be an issue as well as rim protection. He'll play there some, but I can't see more than about 15 minutes unless we just decide to go full small ball for a year with Usher as the primary 4.
