I went back and looked at the data a little more closely...I think the analysis below may shed some light on our current conversation concerning the ACC versus the SEC. This is a pretty detailed summary covering the last 25 years. This shows each SEC team's record against all conferences including the ACC. This even goes so far as to cover every game during this period starting in 1998.
Without going into a lot of detail, the ACC has won 101 times out of 240 games against the SEC which is 42%. Not too bad. However, I believe the issue comes down to the ACC record against the SEC's top teams. The ACC teams do pretty well against the bottom half of the SEC teams, but the ACC doesn't do very well against the top 7 or 8 shown on the spreadsheet. Scroll down to see detail showing every team's record.

In that time period, uga was 20-6 against us. they're 32-7 against the ACC. Only 13 of those 39 games were against equal or better competition by their metrics.
Alabama is 12-3 (7 games against lesser competition) and LSU is 10-3 (5 games against lesser competition).
Alabama, uga, and LSU have been nationally contending factory schools and make the difference between the two conferences, especially the uga/GT match up (+14). Take those three outlier teams out of the discussion and the record is 86-88 in ACC favor.
Hell, leave LSU in and it's 96-91, which is pretty damn even. So, yeah, the straight numbers don't tell the story.
Just take uga/GT out and it's 121-95
So, although it shows the SEC is a stronger conference than the ACC, it's not by that much. 6 of the SEC teams have losing records against the ACC,
