That could be one possibility. It could also be because maybe those two states are so reliant on public transportation? There was some study I saw out of China (I know, garbage in) that indicated that almost all the cases in one study originated in the home or on public transportation
I agree Newsome has done a good job and for the most part been above politics. Actually, I think for the most part everyone has done pretty dang good. All in the face of a constant drum beat of doom and gloom that thankfully has not materialized to the degree that was being forecast.
He may be correct, but the issue is one can’t believe anything he says. When one let’s ones political ideology color his judgment (either way) and shades everything in that light, you never know if this is the time he is calling it straight. The economist who cried wolf.
