There is some room to debate whether he had control when his foot touched in bounds because it was clear that he didn't immediately afterwards.

I doubt it's Key. Camera shots of him during even offensive series show him to not be engaged with the play calling. And weinke was on the sidelines likewise seeming to not being involved in play calling.

Yes, I think some simply have not-so-sharp football instincts which even the best of coaching doesn't overcome.
