In all seriousness, I'm sure it's something the coaching staff has considered, but it's different skill sets. Some kickers can do both; some can't. If he could do it better than the guys we have, he would be in there by now, I suspect.

Yeah...only way I would have considered it was if he could punt it like he always does....not off a tee.

Several kick offs were flat and returner caught them around the 10 already moving forward.
On the returns for TD's the kicks were in the corner inside the 5. That's how he had 2 kick returns for 98 and 97 yards. The shorter kicks weren't returned for TD's. It wasn't the kicking, it was the coverage.
And let's not forget the shank that Harvin had. Kick one 60+, yet net average for the game is 32.

From last year's rule book:

Before anyone asks, the “drop kick” mentioned in the rule is not a punt, but instead kicking it off a bounce. I seem to remember Doug Flutie (I think it was him) kicking an extra point on a drop kick.
Also, I’m pretty confident the coaches would have asked all specialists to take a shot at KO to see who’s best at it. If Harvin hasn’t gotten a chance in games, there is probably a good reason for that.

Not only did Scott Blair do both, he was an animal on KO coverage. I specifically remember a few of his de-cleaters.

He was a coverage beast, but I best remember him tracking down returners who had broken through the line and were running to daylight. He was FAST for a kicker.
