No change to substitution rules needed; defenses are going to have to figure out how to play differently to address the hurry up. They will; it’s all cyclical. It has to be solved by scheme changes, not rule changes though.

They did figure it out. People didn't like the solution.

And you can't solve something that isn't scheme related by changing schemes. The hurry up isn't about scheme. It's literally just about snapping the ball fast to not allow the defense to sub. If the defense has a mismatch in their favor, the offense can sub any time they want. If the offense has a mismatch in their favor, the defense can't do anything about it. So the solution is just to have 11 guys who can handle literally any package the offense puts out there?

My $0.02 is that if a player is "hurt" enough to cause a stoppage in play, then they have to
sit out a minimum of 4 plays,
or until that possession is over,
or the team has to use a time out if they want the player back in.

We can argue semantics about whether or not it’s “scheme” but the answer to your question is simply YES!
Offense and defense both used to be extremely situational. They had a personnel package for every scenario; down, distance, field position, clock, you name it. The offenses started going no huddle and hurry-up, simply making the decision that the advantage they gained with quick snaps was greater than the advantage they gained with personnel. It will definitely challenge defenses to find “base” personnel that cover a wider variety of offensive sets but they will. And once defenses are built to mitigate that hurry up advantage, offenses will start doing something else.

Except the offense isn't giving anything up. They can still gain the personnel advantage they want whenever they want. They can just guarantee when they get an advantage the defense isn't allowed to adjust.

There is no building defenses to mitigate that advantage. This isn't the offense going smaller to get more speed and so defenses going to 5 DB looks to compensate. This is an advantage of being able to dictate who is on the field. There is a reason faking injuries has been the only solution to it short of having an elite defense. There is no adjusting. That's the purpose of the hurry up. To prevent adjustments.

Treat the actual problem not a symptom of it.

You’re completely correct... the offense is completely in control of this type stuff and always has been. It hasn’t been until recently that they figured out how to exploit it quite as much but it has always been the case. Defense will just have to adjust.
By the way, BOTH offenses enjoy this advantage, so is it really favoring anyone? I guess if you want to preserve decades old scoring records I can see your point.
Bottom line; one of two things has to happen:
1. Defense adjusts (my point)
2. Rules change (your point)
If a rules change is the solution, what is your proposal?
