I guess I should have been more specific. They have a broken pipe, leaking valve, tank overflows because they’re just morons or something like that? Seems like there should be tons of easy was to block off access to the water.

That sounds right. They used to be made here, and shipped by train and truck. Now, it’s mostly China.
I worked with injection molding before, and heard pellets and nurdles.
It would be hard to see that pollution on the beach other than by ocean shipping
