I'm pretty sure it is; in fact I think Tech lists it as an "official" lot. It's a long walk though.

I usually park there. You can get a prepay "reservation" via the internet. Its a downhill walk to the stadium and therefore a little more challenging walk back, but you can get a guaranteed space ahead of time.
