They are probably already paying taxes on the scholarships. My daughter had a scholarship and got a 1099-T. Later she worked for GT as a grad student. Parts of the tuition both times were taxable ..... but there were exemptions and since she was in such a low income bracket she paid little taxes. (Which is the way it should be.)
I think student athletes in D1 football will be found to be employees. Then they will also get the lifetime medical benefits for injuries suffered on the job. What I can't predict is the political side - will Congress then make college football a tax exempt like they did for the NFL and MLB? (I think those tax exemptions should be phased out, but that would lose contributions and votes so it'll never happen.)
