You don't have to petition for a 5th year. Every player has 5 to play 4. You petition f or a 6th.
Interesting question that doesn't really make a difference is I don't know if the petition for a 6th year is also a petition to have the year where you were injured not count against the 4 or if that year is an automatic redshirt and you are just petitioning for a 6th year to use the eligibility you already have.
