Rules question on the stiff arm. Is it legal for offensive players to give a hand to the face of a defender, but illegal for defensive players to do the same? What about fingers inside the facemask?

Someone else will speak to the rules but I think that if an offensive player does grab a facemask and pull a defender down it would be a penalty, right?
But the intention of a stiff-arm is also different from when a defender is attacking a mask/helmet area so more leeway is deserved. The o player just wants to get away while the defender wants to bring you down. More potential for injury from the defender attacking the face area than from the offensive player for that reason.

It's legal for a runner to put their hand on the face mask but they cannot grab it.
