Hope scholarship after transferring back from out of state school

I’ve searched everywhere and can’t find an answer so hoping someone can help me out.

If a student eligible for Zell or Hope starts at an out of state school then transfers back into the state of Georgia are they still able to get Zell or Hope?

Wish I had know that before signing at an out of state private college to play ball.
Quarter scholly first year and half for the next 3 that equaled $50,000 in student debt. BUT I paid every penny back. Took me 12 years, not counting 18months in grad school (free as a grad asst). I framed my loan paid off letter!
