I must have read this some 25 or 35 years ago in Golf Digest but Jack (the GOAT) said that 80% of the distance improvement was coming from the golf balls. The other was coming from the clubs/shafts. He said if you made the current golf ball conform to the old standards then the clubs that have been obsoleted would be back in the rotation. To paraphrase another saying, if Jack said it then I believe it,

Raise your hand if you ever hit a Titleist or a Club Special or Ram or a Ben Hogan golf ball so thin with your 4 iron from 160 yards out that the ball was grinning at you with its rubber band innards spilling out of its sides. Asking this for a friend.
Yes The golf ball certainly should be added to the equation but the loft on dechambeau's PW on the irons he was using last year was the equivalent of a Mizuno 8 iron from 1999. The loft on his 5 iron? The equivalent to a 2 iron from that same set.
