It all depends on whether what you're buying has substitutes or not. I would argue that Tech football has substitutes in other entertainment options.
I think this is the biggest issue and quite frankly why you do not see college football teams in big cities do well as programs for the most part.

If you are in the area for most large college football programs there is not much competing for your entertainment dollar. If you are in a large metropolis there is alot you are competing against for your entertainment dollar (and not just sports).

In the long term I would argue for what most college basketball programs have done as they have built new or remodeled existing arenas. Reduce your total number of seats but make the facility nicer.
