My understanding is that the Mets had a $6M agreement with Rocker pending his physical. The Mets did not like something they saw in his elbow. Boras claims that Rocker is "healthy according to independent medical review by multiple prominent baseball orthopedic surgeons," as well as "When compared with his 2018 MRIs, the medical experts found no significant change." Not sure what his 2018 MRI's may have shown, but I don't trust the Mets medical staff based on their incompetence over the years. Different ownership group this year though. Rocker opted out of an MRI for top pitching draft picks that would have been available for all teams to review prior to the draft. Based on that, the Mets didn't have to offer him anything for draft compensation for failing to sign him, otherwise they'd have to offer him at least 40% of his bonus pool slot to get compensation if he didn't sign.
