I lived there from 2004 to 2014, never felt unsafe in the areas that I'm talking about. Sure there are pockets but that goes with any large city. I find Atlanta has many more areas I wouldn't be comfortable in and I grew up here.

IIRC Mouse Davis when he was at Portland St (75-80) and Don Coryell when he was San Diego St (61-72) were the first programs that really starting the "high powered" passing offenses.
