I am not sure who is responsible, but we seem unable to find cleats that grip the playing surface. Last year in the VT, Clemson, UGA, and BYU games we struggled maintaining our footing. Same today with Tulane.
These new turf fields "play" like grass. Regular "firm ground" cleats are actually better than the turf shoes.
I play soccer across GA and my team plays on some fields like what Tulane has. Most everyone uses regular cleats. You don't want your shoes to grip too much to the turf field or else you start getting leg injuries like the first generation of turf that turned everyone off turf in the first place.
