Changes to NCAA Tournament

This is a good change.

Sets up Super Regionals based on seeding meaning (theoretically), the higher seeded teams are more likely to get to Omaha. In past, it was possible (likely) for the #1 overall seed to meet a team that would have been viewed/seeded higher than 16th in Supers. The old way had the committee setting up Super Regional matchups with an eye toward geographic proximity.

While I understand the regional issue for cost reduction, higher ranking teams too often got hosed in the process.
