At the time, UCF was the one doing "more with less". Our recruiting numbers are similar to UCF, Cincinnati, and USF, but we're about 5 points lower in overall SP+ (CPJ-era, they were fielding better teams with the same "level" of recruits). Cincinnati is a 15.8 in SP+ (ranked about 15 with Ole Miss) and really good this year.
