Who Coaches the Scout Team?

Every week we face a new opponent with a different O and different key personnel to defend. Someone has to put together a team to simulate the opponent in practice. He has to coach up a lot of players for different roles each week. That Scout team coach needs to be a very experienced and versatile person. He has to know an awful lot about many aspects of football. Who does this job and how does the process work?

I'm guessing the same coach who coaches special teams , oh wait we don't have one could be the reason we can't coach up the special teams.
