What Does This Commitment Post Mean?

So on 6/7/2018, he committed to Virginia Tech.
On 8/22/2018, he committed to Auburn.
Then he signed official papers with them.

Today he said he is committing to North Carolina. What is the purpose of committing and having paperwork you sign if it ultimately means nothing? Trying to understand how this is possible. I'd think you need at least some basic rules or else you'd never be able to manage your scholarship count.

Auburn flipped him from VT. He early enrolled and started spring practice with AU then decided for whatever reason, he said family problems, he didn't want to go to AU anymore. I would imagine he has to sit a year unless he gets a hardship waiver since he signed his LOI and was actually enrolled at AU.
