Not sure what you mean. You can track the comings and goings on 247, but nobody compiles "rankings" in regards to transfers that I am aware. They have talked about factoring transfers into recruiting rankings, but haven't decided how to do so.

I guess a "portal ranking" should include inflow minus outflow.

well we didnt have the portal before. so it was never included in recruiting stats. now however we do have the portal and a large quantity of athletes moving. my thought would be to use the rankings they had when they signed the loi. may not be perfect but it does give you an idea
they depending on how they stats an numbers look you could weight the loi class with the numbers of transfers. certainly not perfect but it is looking like the movement is enough to make a difference.
