According to Webster, a university is:
Definition of University


1: an institution of higher learning providing facilities for teaching and research and authorized to grant academic degrees specifically : one made up of an undergraduate division which confers bachelor's degrees and a graduate division which comprises a graduate school and professional schools each of which may confer master's degrees and doctorates


An institute is:
Definition of Institute

: something that is instituted: such as

a : an organization for the promotion of a cause : ASSOCIATION
//a research institute
//an institute for the blind

b : an educational institution and especially one devoted to technical fields

So GT is an institute and a university by the definitions of the words. GT does not contain the word "university" in it's name. The trivia question asked whenever GT plays Boston College isn't "which FBS programs are not universities?", it is "which FBS programs do not contain the word 'university' in their name?".

Its like when my wife says I don't pay attention and I am an idiot. I might be an idiot, or I might just not pay attention and it makes me seem like an idiot. Or it could actually be both...as it is in this case.
